Fill Background with Baby Blue. Use the Type Tool and make some text ( fat text works good like a real baby butt! ), choose white for color and click OK.
Now select "Overlay" from the layer pop down menu
Next go to Layer > Effects > Drop Shadow. Copy the settings I have shown on the left, Also make sure you choose a dark blue shadow color like you see on my menu
Hold down the Control key, while its down, click on the type layer. Now Select>Modify>Expand Enter 2 pixels
Ok press the "M" key. Move the selection 1 pixel to the right and 1 pixel down with the arrow keys on the keyboard.
Edit > Copy Merged, Now make the Type layer Invisible by clicking on the "eye". Ok now paste: Edit>Paste
Make a regular drop shadow behind the text to pop it out a little, use the Photoshop Effects again to do it fast.
Use Brightness/Contrast, I added about 40+ Brightness to freshen it up a little
